I would sand the rusty areas with fine grit sandpaper and then hit them with some Duplicolor self etching primer in a can. Then go over everything with Duplicolor truck bed liner in a spray can to give it a uniform look.

If you are only wanting to touch up some rusty spots then I would give the spot a good sanding to get rid of as much rust as possible or perhaps a wire wheel. Then go get some semi-gloss (if that's what finish it is) black rust inhibiting paint and spray it. If you have never used spray paint before I would practice on a piece of scrap metal or cardboard to get used to the spray can. I'm not sure what is available in the US but if you can buy it down there I would recommend Tremclad, you don't need to use any primer with it and it is a rust paint as well. Or if you want to spend a little bit of money and have something that will last a little longer you could take them into a shop have them media blasted and powder coated any color you want.
