Default Best quality and reliability winch that's not a Warn

Ok guys/gals I need an opinion. I'm in the market for a winch. I can't afford a Warn so don't even suggest it.
I want to keep it under $400.
Looking for reliability, submerge-ability, ease of use, most pulling power possible, etc....
I'd like to get the most bang for my buck.

So lets here the opinions.

Does that mean they only work on certain Seasons? I would like mine to work in Winter, spring, Summer and Fall

X2 i have a countless amount of pulls on mine and it still works flawless. I havent looked at anything in a about 2 years since i have bought mine but the specs were better then most for half the price.

The only issue i have had was that the bolt/eyelet that holds the line to the spool rusted off and broke but ehh what the hell its not the biggest deal
