Default TP Dash Light

So I have 37in toyos and I have them at about 28 PSI. I've used my flashcal and set the tire pressure sensor to 22 the lowest it will go and yet the dash light still won't stay off. Will drop off for a while but always comes back. Any ideas where I should look?

Hopefully it does because that's basically I needed it for correct tire size and the TPS.
