AEV COD bumpers, worth it?
For $500, that ain't too bad. They're more for over-landing and the looks of them are kind of dated now in my opinion but for $500 that's pretty tough to beat. Sand them down, repaint, and you're golden. That fairlead that's all rusted out you can probably just take-off and screw an aluminum one in.

Now consider if he fixes and resells but doesn't want to ship, you consider the local market. I don't know anything about the Vegas / Nevada market, but I'm assuming a more aggressive look and/or crawling type of bumper setup would sell better. Even at 70% of list price, I think guys like PSC, ARB, JCR Offroad, LOD, Genright still have better looking products.
List price doesn't mean anything if you can't sell them at list and if there isn't a big demand locally for an overland setup, then he'll have to discount them more just to try and off-load them unless he decides to just keep them for his own rig. If he isn't willing to ship out of state and can't get a local buyer to bite at 70%, then he'll have to discount further. That's why I say $850/900.
The fact that he can get them all for $500 tells me that either the person selling them doesn't care how much they go for and has $$ to throw away or they've been trying to sell them for awhile and can't get anyone locally interested to buy them so they're selling at a fire-sale price.

Of course this goes all out the window if the OP wants to fix them up and just put them on his rig. Then for $500, plus $35 in sanding/paint materials, maybe another $35-40 for an aluminum fairlead, plus some elbow grease, then it's a good deal.
