To OP I would have done the same thing. It's not racist. It's a good assumption you didn't call the police the second time since they informed you no laws were broken and there's nothing they could do. So why waste their time and yours again with another call when nothing is going to be done. You did try and find both which I would have done also to try and get answers.

Yes I could have worded it better in the original post and there was absolutely no racism intended. Having grown up in Florida I get wary when I'm in tourist areas because criminals tend to victimize tourists more than locals if they're given the chance.
