According to the rule sheet.

"4. Drawing: One Grand Prize Winner will be selected in a random drawing conducted by Garvin Promotion Group, LLC, an independent judging organization whose decisions are final. One grand prize winner will be drawn on or about 9/15/2013 from among all entries properly received. "
