Is this the TF kit that comes with new springs or just the spring spacers?

YA YA I know. I like the kit, but im trying to decide between this and the RK kit. This price is a very appealing expecially with Fox shocks. Are the fox's better than the bilsteins? The only thing holding me back is this kit doesn't seem as complete as the RK one. I know the RK is more expensive. I have to do some more research to get parts to be similar to the RK kit. If you can put a package together for me PM me a price.
