Inspections vary by state, and some states have no inspections at all. I do not know the exact answer to this question but for the state inspection in Pennsylvania nothing was said about our headlights when our Jeep was inspected. If you think they are strict about it in your state or in general, I would keep the stock ones in case you have to switch them out!
