I think you have to call and llet them know, I always call with orders so im not really fimiliar with the online checkout process

call in and speak to a human they asked me my screen name and that was it , be aware the surcharge for really heavy stuff like bumpers will still apply tho

I did not get a discount, but no tax..if out of PA, and free shipping. You have to call in and they will just ask you your screen name. Free shipping with them his huge, because there shipping charges are excessive.
