231/8 is the length of front lower CA's in kits (fixed or adjustable) to position the front axle. +/- 1/8 ... From that number, so a fixed arm would work just fine w/ adjustable uppers.
The brackets take place of both uppers and lowers. I am not sure where they fit in with the Rancho kits. Edit: looks like the 4" kits use them.
You're right. I don't see a full short arm and... 3" I also don't see a "lower arm upgrade" just uppers or all 8. Looks like the best bet would be 3" sport along with the complete arm set which is only $600-$700. If the kit uses a rear TB drop bracket .. Opt for a TF bolt on replacement for $100
