Default 08 JKU Starter Issue

Ok, I've looked through all of the starter issue threads on the modified and stock forums and cannot find any that sound like my issue that seems to be getting more frequent. I turn the key and the engine does about a half second turn and stops. It seems almost like it's shorting out but the lights on the dash don't blink so I'm not sure that's the case. Sometimes it does it once, sometimes it will do it over and over for about 10 minutes like yesterday and sometimes not at all. Someone on a Facebook page said to replace the starter and I'm ok with doing that but I really think it's something electrical and I'm hoping that you guys/gals can give me some other options to check first.
I've checked the grounds in the engine bay and made sure the battery connections were clean and tight. What else might this be?

My ‘09 did this when I bought it. After reading here I added a generic ground wire from local auto parts store. I ran it from the negative terminal of the battery to the alternator bracket. Worked 100%. I had cleaned my terminals and thought my grounds were good too but this worked and is cheap to try if it doesn’t. Grounds on the wrangler are weird.

This and also just get a quality battery.
