Default 1k to spend...

The catch is no lift allowed... it's basically off the table for the forseeable future. Tires would be acceptable I suppose but the current (stock) ones have only about 20k on them.

That basically says all of it, I'm looking for suggestions.

Already have :
Front bumper
winch
engine/trans skid
front swaybar disco
both hard and soft tops (an I don't really care for bikini tops)
tube doors
tuffy under seat drawer
tuffy security deck
shrockworks sliders

Welcome to The forum. So what kind of tires do you have? Do you have a 2 door or 4 door.

4 door, and they're litterally the stock sahara tires : goodyear wrangler sr-a 255/75-17.

Seat covers if you dirty the inside like me

Just added a set of rock lights and a set of front off road lights. Extra reverse lights are probably getting wired up in the next week. I have most if not all of the "you should have this with a winch" recovery gear. Not sure there's much point in a rear bumper/tire carrier w/o larger tires.
A tuner is... at least interesting.

I agree...wheels spacers for a more aggressive stance..used around $150.
Either leveling kit or spacer in front... kit around $150 spacers around $40,
or you can change out springs in front depending on number and level it off.
Flat fenders...free cut stock ones.
Buy Rubi take offs and sell your Sahara wheels.

I'm pretty sure "creative interpretation" is actually a worse idea that just ignoring the prohibition.
Not a fan of flat fenders and just upgraded the CB.... though I am thinking about a portable to hand to the guy who always shows up w/o a working one.

See above "creative" response with the springs. I basically shouldn't do anything to alter the suspension. The only things I've been able to get away with are an adjustable track bar (was bought as part of fixing dw) and jks disconnects.
The wheel spacers are something I hadn't thought of.
