If this was your jeep I'd start suggesting things to look at, but considering it's something you're looking at I'd not put the effort in myself. Either get the dealer or previous owner to remedy it or get a HEAVY discount due to lockers not working. There's too many jeeps out there for sale. Externally you could verify all electronic connections look as though they are plugged in, but then you're getting to draining diff, remove cover, and getting eyes on things. Typically not something you're going to do with a jeep you're just looking at. My opinion at least.
I would just walk to the next one for sale. You never know if the 'deal' you get was normal working price based on a higher asking or if you really got the deal. If you like the product get the seller to make it work and demonstrate.
Don't know about Alberta or Quebec, but here in Ontario Rubicons showing up on the used market are rare, not easy to just say walk on by.
OK there are quite a few Ruby's for sale out here. Son picked up a 2016 JKUR, full load, 6 speed, 1 owner looked like it was towed by motorhome, 32000kms, warranty extended, hard and soft top (not used) for $34k CDN from a Jeep dealer in Calgary about 8 months back.
There is no reason you can't fly out here, buy one and drive back on permit and temp insurance.
