Greetings,

While I am new to Jeeps and the JKU I believe that is the Vacuum Pump for the BAS/PBS (Brake Assist System/Panic Braking System).

What interests me is that I learned about that by looking at a Maximus-3 Smittybilt x20 Recon Winch Mount Package and it has a pump relocation bracket. In your images it appears to be in the stock location and not moved and you clearly have a Smittybilt winch

Perhaps it has been relocated and it just looks in the same place as mine.... Could also be that the relocation is require for use with the 75th bumper.

It is indeed the vacuum pump for the brakes. A lot of the Smitty bumpers (and some other aftermarkets) are cut out to accommodate the factory location like in the pic.

Really, the engine doesn’t provide enough vacuum to operate the brakes?

The engine doesn't provide enough vacuum at higher rpm's when you need the full pedal effort.
