If anyone is interested, I have received a number to call DC and after a few voice prompts, you can talk to someone (yes a real person). You need to tell them that you want to file a complaint, and if you are unlucky like me, and had damage, start a case (don't forget reference number). In my opinion, if enough people call them with the same issue, it will get the attention that is required.
