Discount tire direct. They're a sponsor, give a member discount and will mount/balance for free. You're new tires and wheels will be ready to install the moment they show up at your doorstep.

Buy local if you can get what you want at a fair price. I've ordered wheels and usually did fine but if there's any damage or problems it's a PITA shipping back big and heavy items. I have found that the price difference between Regular Tire stores and ordering has shrunk in recent years.

For local, try any Discount Tire. For ordering, Discount Tire Direct (their mail order people) and Tire Rack. There are many others that people here have mentioned, but those seem to be the most popular.

Discount (both online and local) will price match, and discount direct has a forum discount and they usually have other specials going on.

I've done both over the years with good success, but with competition these days most local shops will match online prices. I would much rather support my local shops if there is a good one to support. Also allot of your online four wheeling type businesses run package deals that are pretty good. I picked my dad up a good tire and wheel package from 4 wheel drive hardware recently.

Don't forget about Craigslist or the "for sale" section of this forum. There are some great deals to be had out there!

You could also go to 4 wheel parts, they have a great selection if you don't know what your looking for. They have them in store so you can actually put your hands on them first.

Throwing a vote out there for Discount Tire Direct. Outside of the price and selection, I have found that their customer service is awesome. They'll stay on the phone with you as long as you need and answer all of the questions you have. Even the dumb ones like I asked. I've also sent back a tire and they hooked me up with a shipping label and all. Only PITA was dropping the tire off at a UPS place. And that's not their fault.

Otherwise, they know how to take care of their customers. In addition to the forum discount, they do have good sales.
