I'm new to this so be general what is it and where is it and what is its purpose

If you mean clock spring, then it is basically a rotary electrical connector located in the steering column under the steering wheel. It is what maintains the electrical connection for the airbag and steering wheel controls while rotating the steering wheel. They kind of look like a clock spring, hence the name.
