complete electrical failure on start

You don't need a cleaner. You Just need a wire brush or sandpaper till you have clean shiny metal. I have a battery terminal brush that has a brush well on one side to clean the battery posts and a round brush on the other end to clean the inside of the terminals.

Just take both terminal off, starting with the negative. Don't take much off just make it shiny and put back together, and make sure they are tight.
