The dealer is baffled.
The locker themselves are not the issue. The problem is the switch mechanism that goes through the side of the upper portion of the pumpkin. This switch tells the computer when the locker is locked, and when it is not.
I have heard of many issues with re-gear jobs causing problems with this switch, because the shops doing them are not familiar with how they connect with the locker, and they just jam the carrier in with no regard to making sure this switch is located properly, then it is all screwed up causeing re-dos of the job.
This has lead to a reputation of the Rubi locker not being reliable, but the locker is solid and reliable, it is this stitch mechanism that causes all the problems. If you re-gear, make sure the shop knows about this and is familiar with it.
Like was said before, pop the cover and disengage it with a screwdriver. i wonder how many problems it would casue if it were disconnected all together?
