That is because you have a 2003 Jeep TJ. I believe you have to remove the fuse to get the lights to go off.
In the 2007 and newer Jeeps the jeep just knows.

On TJ's you have to pull fuse number four located behind the glove box. Or so what I did on our TJ, put a switch in line so you can turn the power on and off from the number four fuse. You can buy a switch kit, I think Quadratec has them.
