Surreal

I know there are a million ebrake threads and I have searched for this answer but cannot find it. As the picture shows one of the two e brake cables is higher than the other. This causes issues when pulling up on the handle. I have adjusted the star adjuster both directions and it doesn’t seem to adjust the actual cable. How can I adjust the one higher cable to the same level as the other, so that when I pull the handle both pull up at the same time?
