Default Fender flare and bracket replacement

I'm replacing my passenger side flare and bracket because I destroyed the last one. I put the bracket on and it's proving difficult to put the flare on.

Should I put the flare on first and then slide the bracket in underneath? Or should I continue with what I'm doing?

When you remove your flares for aftermarket ones, the directions usually indicate removing the bracket first. I recall the bracket coming off when the flare is still installed above it, so I would say it would be easiest to first install the flare, then slide the brace/bracket in second.
