It is a high speed bow plane similar to the ones used on the Los Angelas Class fast attack submarines currently in use by the US Navy.
In the event of an unforseen hole in the bottom of a mud pit, the bow plane can be deployed in a downward position (see above photo) to make the front of the Jeep lift and come upwards to aid in exiting said mudpit.
