Help me identify this small rubber pad

I have found a couple of these small rubber pads laying in my jeep recently. Today I open my tailgate and this falls out onto my bumper.

Any ideas?

looks like when of the vent vanes from the tailgate.

Thanks for the info. I found additional info on the web. These little rubber pads are falling off of item #17.
I understand it helps keep the dust out as well.
