My 2009 Sahara has it and this is what Chrysler called it:
HGAS Hood Insulation

Well, there you go. It IS a fire suppressant.

When the engine catches fire, the pad gives off Hydrogen Gas.
When the hydrogen burns, it combines with oxygen, and rains down on the engine as water, thereby extinguishing the flames.

I'm glad we have that all figured out!

I totally agree with you on this, the pad also falls down onto the engine and deprives it of air. Which helps put out the fire or let it continue to burn.

I was under the impression that it was placed for sound purposes. I never give it much thought. I have an 07 and mine has it and it has a light too. JOE>

You are correct. It is called "Pad, Hood Silencer".
