Horn does not work from steering wheel but goes off randomly by itself. I have changed the clock spring on teh steering wheel with no success

 

This happened to me as well. The horn would not sound off whenever I would push on it but the horn would sound off w my key fob.

My problem was the horn wiring within the steering wheel. One of the wires pulled off. I replaced it and fixed it. Like you I replaced the clock spring thinking that was the issue.

 

I may have an extra set of those if it ends up being the issue. My cruise control came with a slightly different set that I installed.
