Default Horn - Low Voltage

I have a PIAA dual horn on my ‘08 JK. Stored the Jeep over the winter and upon pulling it out this past weekend, noticed that the horn wasn’t working at all. Relay clicks so that’s good. Jumped each PIAA horn to battery - one worked, the other didn’t.

But, I also noticed that I’m only getting 7.5-8 volts at the horn wires. Not enough to get the good PIAA unit to make any sound. I’m guessing it’s a bad ground. The horn wires disappear into a larger loom. Anybody know where that ground wire ends up before I try to follow it? Or any other ideas as to why I’d have low voltage at the horn? Jeep battery is good so that’s not it. TIA.

Can you confirm, with the Jeep engine running, you getting the low voltage?

About 7.5v with Jeep off. About 8v with Jeep running.

I had a bad ground for the horn. Rather than trace the wire to who knows where, I cut the ground wire a couple inches from the horn and spliced in a new wire to one of the nearby, easily accessible fender ground bolts.
Strange thing happened. While I had the ground bolt off, I cleaned it and the other connectors that were on it. The horn has worked since, and the O2 sensor and Evap leak codes I had been seeing for a few months have not come back.

I recently did the same for a driver-side marker light that I didn’t feel like chasing. Probably the easiest fix here too.
