Default Mounting a soft storage bag on the hard top / Thule Quest

I have a Thule Quest soft storage bag that I would like to mount on the hard top...

It seems like it will just fit on the back half of the hard top, and leave me room to remove the front panels if needed. It has a series of web straps around the bottom edge that are designed to cinch around a roof rack, but I am hoping I can add surface mount pad-eyes or D-rings and thread the straps through those. It will hang off the back by about two inches, but I'll live with that.

What I need to figure out is how best to through bolt the pad-eyes to the hard-top. I remember some posts on this a few years back, but the search engine isn't yield anything useful.

Does anyone have any links to stuff surface mounted to the hard top?

Anyone using a soft storage bag and have some tips to offer?

Pics of the cross section of the roof so I can see what I am working with?
