Default Are my shocks leaking?

Take a look at the pic there is no dripping or full on wetness but you can see part of the shock piston has no grit on it at the top and has a bit of an oily sheen. Is this just from where the shock piston goes into the shock?

I thought had Billstein shocks? But that doesn't look to be leaking.
