Default No Fuse code

My 08 won't start, just clicks, and I get a "no fuse" code. I checked the IOD fuse and it's good.
some of the wires burnt up on the harness going in behind the glove box. It ran and all, just the 2 power outlets interior lights and emergency flashers didn't work. I cut out the bad wires and spliced in to fix problem. Wanted to make sure it was all good before putting back together and now this.
Any ideas?
Anyone have a chart or something of the color codes of that harness? Specifically the power outlets?

OK, got the starting problem resolved. I had the battery on the ground connected with jumper cables and it wasn't enough juice. Held the battery and connected the battery and the wife started it.
Now I just need the color code for the power outlets. It was a total of 6 wires that fried and everything is working but the passenger side power outlet. Don't want to redo all 6 (12 total since it 2 splices to connect the replaced section of wire) for the 1 bad one.

The right hand outlet, the one that is always hot, has a red/light green 18 gauge wire going to it. Its ground is black.

So what was wrong with the starting? I had this problem earlier on my '08 but the water in the battery was low and I thought that fixed the problem.

Thanks, I was having a hard time understanding the situation since he was talking about the outlets and the starting.
