No wipers, can't figure this out

Default No wipers, can't figure this out

My wipers took a crap out of nowhere. It had snowed/sleeted and i swiched them on one morning but they were dead. Assumed it was the motor or a fuse, I did the basic troubleshooting/repairs. I've read tons of forums and still no fix!! I'm desperate for more experienced help now before i finally take it to a garage ( where it's often the women dont know anything routine) i have a 2011 jku, Here is what I've done so far: replaced wiper motor, replaced switch, replaced fuses ( they were fine but tried it anyway), replaced battery (was getting weak), checked for power at harness to motor (first read with multimeter showed 12v constant power) second test with light where only result i could get was on ground, decided wiper motor may be bad it was cheap online so went to parts store bought a better quality and replaced again, still nothing. I'm reading tipm issues possibly, but also reading that tipm issues wouldn't likely kill my wipers with no other issues and would more than likely make them stay on instead of killing them??my washer fluid works, rear wiper and fluid works. Just front wipers dead. I can't get my jeep inspected and licensed until this is resolved and I'm totally lost and frustrated. Oh yeah... also read to reset tipm by connecting pos and neg terminals for a while, did that too with no change. thanks to anyone that has any guidance on what the real issue is and how i can get this crap fixed!
