How do you turn on the factory fog lights?

turn the light on, or at least the driving lights and pull out on the same knob

Yeah pull out on the column. Fogs can't be on when the high beams are on from the factory.

High beams=no fog lights: It's a safety feature design to not blind oncoming drivers.

Pull on the stalk/shaft and something will "turn on" lol

Take them to dinner, be very nice to them, listen to them, be polite and patient, caress them gently... oh you said the fog lights... ... as said above pull the end of the light stalk outward ( toward the left ) while the parking lights or low beams are on. They will go off automatically when the high beams are turned on.

And while you are at it, the inner ring on the stalk is the dimmer control for your instrument cluster....just covering all the bases.
