Default P0153 O2 Sensor Slow Response Help Needed

Hi,

My 2008 JKU has a P0153 Bank 2 Sensor 1 error. Oxygen sensor slow response. I am trying to figure out what else I should be looking for. So Far I have done the following:
  1. Data logged with HP tuners and the sensor responds at first then slowly flatlines when at a constant low throttle position. If I cycle the throttle the sensor will respond temporarily when letting off the throttle Compared to prior logs and nothing looks significantly different for other items TPS, Idle etc.
  2. STFT is a little richer on Bank 2 but not by much only a couple percent.
  3. Replaced both head gaskets about 2 months or so back and had the heads resurfaced before reinstalling. Engine ran fine for a month after the work with no CEL codes.
  4. Checked for exhaust leaks
  5. Replaced Bank 2 Upstream O2 sensor.
  6. Checked wiring and moved it all around to see if it was a bad wire.
  7. Removed all wiring harness plugs from ECU cleaned and reinstalled.
  8. Checked for antifreeze consumption in overflow tank and it is stable.
Any ideas what to check next or look for? The engine seems to run fine except for the CEL on the dash.
Thanks
