P0153 O2 Sensor Slow Response Help Needed

My 2008 JKU has a P0153 Bank 2 Sensor 1 error. Oxygen sensor slow response. I am trying to figure out what else I should be looking for. So Far I have done the following:

My 2008 JKU has a P0153 Bank 2 Sensor 1 error. Oxygen sensor slow response. I am trying to figure out what else I should be looking for. So Far I have done the following:
- Data logged with HP tuners and the sensor responds at first then slowly flatlines when at a constant low throttle position. If I cycle the throttle the sensor will respond temporarily when letting off the throttle Compared to prior logs and nothing looks significantly different for other items TPS, Idle etc.
- STFT is a little richer on Bank 2 but not by much only a couple percent.
- Replaced both head gaskets about 2 months or so back and had the heads resurfaced before reinstalling. Engine ran fine for a month after the work with no CEL codes.
- Checked for exhaust leaks
- Replaced Bank 2 Upstream O2 sensor.
- Checked wiring and moved it all around to see if it was a bad wire.
- Removed all wiring harness plugs from ECU cleaned and reinstalled.
- Checked for antifreeze consumption in overflow tank and it is stable.
