Default radiator help!

been noticing some leaking around my rad cap after my vehicle has been parked for about an hour ( about a 3" wet spot under passenger side of rad ) , coolant level just below max line, fluid visible when rad cap removed etc...

when i went to check on it when i got home today i lifted the hood, didn't see any leaks immediately but i noticed that when i touched the rad cap it was ICE COLD...WTF!!! upper and lower rad hose were very hot to touch, temp gauge normal inside. i put a couple of rags over the cap and slowly turned the cap to relieve a little pressure and as soon as i did that the rad cap got hot immediately??

Anyone have any idea what could cause this?
ronjenx...i know you will have an explanation...

It's possible you have a faulty rad cap...is the spring compressing properly?
