Default Rear Window Issue.. Help needed

Hey guys, has anyone experienced any issues with thier rear window bolts?
im talking about the two black bolts that go through the glass rear window. My one bolt seems to be rusting and making a rust stain down my window.. its the black bolt where my wiper motor is located.

Now i've brought this to the attention of my dealership when i also brought my jeep in to get my door hinges done as well.. the service tech agreed with me that the window bolt is rusting and would have to be replaced and so he took pictures of it for chrysler.
When i picked up my jeep they redone my door hinges and all they did was touch up a little paint on he rusting bolt..?

now about a year and half later and im about 83,000kms.. the bolt has rusted more and made more of a stain down my window..
I told my dealership im not happy with this and something has to be done. the service manager looked at my window and said he will look what he can do

my jeep was just in last week getting warrenty stuff done to my intake manifold and they ordered me a new bolt for my window.. great right? except for the dealership told me they have never had to do this before and dont know how to remove the bolt..
I guess its threaded and has lock tight on it..? but they couldnt get it..

has anyone had this same problem or know how to remove/ replace these bolts??
