Default Steering wheel lock?

Well after having my Rubi since February I just noticed the steering wheel doesn't lock! WTF. Is this normal?

Some lock and some don't.

The chip keys are allowing the automakers to simplify steering columns nowadays. A non-chip key won't run the vehicle so there's no point to locking steering.
