Shocks are better, springs it all depends on the part numbers. I believe 19/60 is the tallest/stiffest combo, but you will only see a difference if you out them on a 2dr.
They aren't really taller, maybe half a coil, but most are stiffer. You won't get an actual lift but higher numbers will result in less sag and effectively lifting your ride height.
