Use a torx bit to rotate it up or down. With the handle removed the seat will stay in the position you set it.

How do I remove the handle and does handle have to be removed to move it down cause I've put a torx bit in and it won't turn in either direction... But handle is still on but i just want the seat down...

When mine broke years ago, I just yanked the handle off since it was stripped anyways. If you can access the torx bolt, then it shouldn't matter if the handle is on to turn so the seat lowers. There might be a small cotter pin holding the handle on? Maybe the torx is jammed or something is wedged in your seat preventing you from lowering? I can take a look at my handle later.
