Default Takes several key turns to start. Starter ? WCM ? or Battery ?

Ive owned my 07 jku sahara 6spd for 6 months now . A couple of months ago i noticed ( once a week) it would randomly take 2-3 key turns to start . When I turn the key, no turn of engine/ no ticking , dash lights up along with all electrical (a/c windows/radio) but thats it ..but after 3 turns it fires right up .
Now as of 5 days ago , out of no where it literally took 20 key turns to start, this went on 2 days, every start .. I figured it might be the battery so i opened the hood and noticed the battery terminals were covered in corrosion so i cleaned them with battery cleaner /wirebrush and the issue was much better but still existed ( still happens daily but only 3 turns) . I had the battery tested and it checked out as good

So now I'm wondering what else it could be ? any other wiring i should check ? could this be starter related since there is no ticking ? Wireless control module? key fobs unlock/lock fine not sure if that means anything for WCM
Im trying to start the least expensive route and work my way up, any help appreciated because this is killing me

Check your battery ground has a good connection to chassis. I had a similar problem on a Ford Explorer years ago. Turned out my grounds going to the started were corroded. I ended up replacing those and never had another problem. Good luck.
