Default TC case skid plate bolt spinning in place

So I was servicing my drive shafts yesterday and while attempting to remove the TC skid, one of the 4 bolts started spinning freely as I was trying to remove it. The nut on the other side which I assume was welded into place at the factory must have broke loose. It's the bolt on the passenger side rear up along side the gas tank. There is no way to get any sort of tool or anything else in there to hold the nut.

The bolt has a good 3/4 inch play up and down now and there is a good ½ inch gap between the skid and where it would normally make contact to the mounting area.

It's not the end of the world as the other 3 bolts are snugged up tight and the skid does not seen to vibrate much. At least I can't hear it when driving...

How can I rectify this though? It's bugging me. There does not seem to be any way to get to the other side of that bolt...

A few years ago when I had a new tranny put in, the mech ended up cutting off that same bolt to get it out. He replaced it when he reassembled, but I remember him pointing it out to me.

He must have secured the other side from spinning with a weld or something though because it is tight now.

Same thing happened to me today, wanted to see others solutions...

So, no solution was not good enough for me. I just cut the bolt off and cut out a small section to get a wrench into and put in a new nut/bolt.

Here's the section cut out. and the easy to access nut now. Hit it with a little paint afterwards.
