My educated guess would be that the line is for quick connection to do a fuel injection cleaning. We used master cylinder vacuum lines all the times to run Intake fuel ejection cleaning in my shop.. The most I would do in your case is maybe get a better plug vs the oversized bolt, should be fine either way

Thanks, Its like trying to solve a puzzle. Im also trying to figure out what the previous owner had installed. There are snipped power wires from battery that go over to the driver side and into the cabin near the pedals...follow the clues...lol
