Can u remove the tpms and put them on new wheels I would image I could but not 100%

Yes, i put mine in my new wheels and just rubber stems in the old ones

Only if you have a state inspection that requires it. DOT mandates it, but you are not going to see anyone from that group, but here in Utah, we have to prove we have TPMS operational to pass inspection each year. Otherwise I would throw them away and run without them.
