it's inside the tire - part of the air valve, not very big

Haven't looked into it on the Jeep but on Ford vehicles it is part of the smart junction box (fuse box).

Is the valve stem an integral part. Can the valve stem be replaced with a new / different one?

If you are asking about the TPMS sensor, here is a picture of one.

The parts are individually replaceable.

If you get new tires, they usually try to replace all the sensors - if you're having issues, not a bad thing to do.
When I got the new wheels and tires I didn't replace mine since they weren't that old and didn't have any issues with them.

My goal is to change the color of the visible part of the valve stem.

Turned mine off and replaced rims with new rubber normal valve stems. No more hassle with binging. I used flashpak superchips.
