Remove the two tail light screws that are closest to the tail gate. Don't remove the two others.
The tail light assembly comes off by sliding slightly toward the tailgate, and pulling to the rear.
Grab the light socket and twist about a quarter turn to remove.

Pull the bulb from the socket. It will take a pretty good pull. Don't wiggle or twist it. (I've seen them break).
The new one can go in the socket either way.
Install the socket and twist to secure it.

Install the tail light assembly by putting it in a little bit toward the tail gate, and sliding it into place.

Reinstall the two screws.

Any time. I just went through this last week.

I wanted to make sure the bulb could go in either way, so I did this:
