Default Upper front coil spring mount help!

For lack of better terms, I am wondering about my front upper coil spring mounts holding water. Both sides of or those top "cup" portions connected to the bump stop are holding water. Which here in Maine means they are holding dirt, salt and crap which leads to rust and bigger issues. Are these suppose to drain somehow? Mine is an '07 and I can't seem to feel and meas of a drain from the inside or outside.

I am sure 99% of people havn't even noticed anything about it. I hose the crap out of it in the winter to get the salt off but noticed it doing it this summer. It just can't be good full of water all the time!
