weird steering issue

Default weird steering issue

I have a weird issue, when I turn at low speed 30 mph and lower the steering is kind a fighting back when I return it to it original position, just like a sharp turn in 4wd and you fight the steering because there is not enough slippage.

I do not have the issue at higher speed
I have checked my wheels and they are correctly torqued: not loose and wobbling
Will try and remove the steering dampener and see, can it be the ball joint going bad ? I'm close to 60 000 miles.

If it's similar to being in 4wd on pavement, it may be caused by the axle u-joints gradually seizing from corrosion in the bearings.

well it not the dampener giving me issue.
I drive in rainy condition earlier this week and the problem almost disappeared, can it be sand instead of rust in the U-joint ?
