Besides special editions like the CoD Rubicon and the Altitude, for example? Powder coat or a cheap DIY alternative is to buy a few cans of Plast-Dip at Home Depot and spray them in your garage.

Just have them powder coated or do it yourself, way cheaper. Usually stock rims are $200 a piece.

Just sand them down a bit to rough up the clear coat and buy some rustoleum stain black and paint them yourself. Also take some 3x5 index cards to put between the tire and the wheel so u don't have to use painters tape on the tire

I used PlastiDip spray on my wheels. Took about 3 cans for $5ish a can. Turned out great.

I suppose I should rephrase my question- How do I go about buying the tire wheel package that comes off the Sarah altitude stock?

Find a set used on Craigslist, your local Jeep board or you can pay retail for them at the dealership.
