Default Terrebonne's trail: illegal

A few Jeepers has been stopped by the police in the Terrebonne's trail since 2008.
I sent an email last week to the Police de Terrebonne to have more details, and here's the answer:

Pour répondre à vos interrogations, La ville de Terrebonne a adopté un
règlement concernant les véhicules hors-route qui permet leur circulation
uniquement sur les sentiers autorisés par entente avec les clubs vtt et
motoneige locaux.

De plus, dans tous les cas, les sentiers peuvent être utilisés uniquement du
15 décembre au 31 mars de chaque année. Aucune circulation n'est donc
permise en dehors de la période hivernale.

Toutefois, comme votre question se rapporte aux véhicules de type "Jeep", la
réglementation qui s'applique est le code de la sécurité routière ainsi
qu'une partie du règlement municipal sur la circulation et le stationnement.

En vertu de ces 2 lois, la circulation de tout véhicule routier est
interdite sur les parties de chemins et terrains publics non aménagés pour
la circulation des véhicules routiers. Donc, il faut comprendre que bien
qu'il soit possible de circuler sur un terrain privé, chaque croisement de
terrain ou chemin public expose les conducteurs à un constat d'infraction.

De plus, comme les différents services de la ville sont inondés de plaintes
des citoyens concernant la circulation dans les sentiers hors-route et le
bruit généré par ces activités, le service de police n'exerce pas de
tolérance envers les contrevenants.

My French is a little weak - but from what I can pick up, that its a restricted road that only can be used from December 15 to March 31 of every year. I may be wrong, but the rest talks about if its a private road and the property owners complain, they can enforce/ticket as needed. It seems more related to noise levels, in that aspect. But, I think it mainly says you can't use the road during the winter time. As least that is what I got out of it.

NO! It's not that! Jeeps are not allowed (365 days/year)
December 15 to March 31 is only for snowmobiles and atv's
