For my other project, it is just an angler grinder with a wire wheel or cup. Then prime and/or paint with rustoleum. A little more dusty than chemicals, but effective.

If you use all the steps of POR-15 it supposedly will paint right over rust. Ive used some stuff called Peel-away 6, atleast thats what I remember. You can get it at Home Depot or Lowes. Didnt do to bad, but there is other stuff, think its called Airplane Stripper, that is really nasty but works.

Brush on paint stripper works excellent. ^^^^ He is right POR 15 is for painting over rust but works just as well on clean surfaces. If you use POR 15 be sure to use gloves and have crappy clothes on, it has a bunch of warnings on the can but my brother failed to read it and he had paint on his hands for a week!

I heard of the airplane stripper stuff Flipity is talking about but can't find it. the wire wheel not to much fun plus tryin to get done in one day. I was also told about a chemical you put on then pressure wash off but he didn't know the name of it.
