CB Channels
Channel 9 is the emergency channel, but you may not always be in range of somebody monitoring channel 9. So in an emergency, don't hesitate to use ANY channel you hear people talking on.
My club normally runs on channel 10. One of the other clubs in the area runs on channel 4 (4 for 4 wheel drive
)
The only real guidelines are as follows
-Channel 9 is for emergencies. Don't use it for chatting.
-If someone else is on the channel you intended to use, find a different channel. There are 40 of them to choose from

I can imagine it is in a lot of places, but I've used it to call in emergencies a few times, as up here there are a few HAM ops that monitor channel 9 as well as a few of the emergency services. But like I said, ANY channel is for emergencies if need be.
